A bicycle with 8 spokes? They do look like handle bars though, seems like a bike would have fallen over though. Too small to be a wheel chair.
Maybe it’s a chariot from the Roman times. Front axle from a wagon seems possible.

I have found some 8 spoke wheels on old docks that have been lost to the lake and even a dock lift with the big wheels to manually turn to raise/lower the boat. Does look an awful lot like the trike or carriage
