I luckily found a guy locally who re-conditioned my seats. New foam and covers for $350 for the pair. Other options were considerably more $$. The guy did a really good job also.

I’d find a good reputable local shop to redo them. They should also be able to provide you with firm foam options. We do it all the time ....

Not sure what a xb21 seat looks like compared to my xb2003 seat but if I wanted softer I would take the cover off and glue a layer of foam to the inside of the shell.

I just used a local automotive upholstery shop. They do pretty much everything, motorcycles, boats, and cars. They even had some tractor seats being recovered. I called duck river marine and they wanted $700 to recover two seats!! Allison quoted $500 for two, "NEW" covers minus shipping and tax.
