    The excise tax has been there since the 70's, wholesalers paid it than just added it to the retail cost. Two blanks ought to ship as cheaply as one unless your breaking the 8 ft. length rule. I've shipped up to 5 on the same nickel before, but shipping and handling has to pay for it's self in today's world instead of just the price of doing business like years ago.
