Question about lock and dam at the river

I have only locked a few times over the years in mainly large events as a co angler. Awhile back we had a smaller bass nation event where probably ten of us locked up. The lock master was real nice I thought and gave us a short education on how many million of gallons it takes and the power to run the pumps. He asked if we could all get together and come back at the same time, all of us did except one. My question what if one boat cane back say at 11 another 12 another 1 another 2 and so on. Would they have to keep running that thing for single bassboats?

I've locked as a single boat at Kerr and WD Mayo several times and they never seemed to have a problem with it.
