What is the trick on getting this pullout step up out from the transom? I pull the pin up but it seems stuck.

If it hasn’t been out for a long time it may well be stuck. Pull the lock pin up then out, when you finally get it out, check the roll pins that hold the actually treads in, these tend to vibrate out and just a little will jam up the ladder
