Skeeter 2003 txz190 150 yamaha- prop to pad?

Helping a friend with set up- he's running a 22p yamaha prop but revving 6200 RPMs at WOT. He was looking at going to a larger diam and up a pitch in prop, but before he does this, I was curios what prop to pad should ideally be. We're kinda of thinking its low- and likely the former owner buried it low to compensate for the 22p that's on it now. I just had no idea where it should be for standard set up, so any help there appreciated.

    Thanks,

    3-1/4” PTP with a 12” setback/jackplate.

Throw 24p tempest on it and see how it does.
