Mike is just saying that you will find the sweet spot with the prop somewhere around 4 1/2 instead of 3 1/2 and the foil just adds drag. Trim up as you accelerate and see if that pops the boat out better.

Can’t tell enough about your boat from the description but WOT RPM should be closer to 6,000 lightly loaded.
Suggest borrowing a few different props, if you were closer to Houston I’d be happy for you to try out my 16p (runs like 18p) Aluminum Talon. I would try 18-20p to try to get higher RPMs. Good thing about Yamaha Aluminum Talons is they only cost $140 from SIM, you can try a couple. I still have my 14p -> (16p) for when I take the whole family and then some on the boat.

4 blades are slower 99% of the time. You might be a good candidate for Mercs new 4 blade aluminum "Spitfire"
Test a trophy plus, also if you want a 4 blade.

It sounds like you dont have enough lift to get the boat out of the water and you should be turning more rpms. My guess is you need a lower pitched prop. Do you know anyone that has a similar motor that you can try their prop? I ran a 19p on my 115 SHO.
i tried running it with a SS 21 at 4", 4.25" and 4.5" ptp. Seems like it got up on pad a little better. Spray off the sides was just behind my back. Still a top speed of 39 mph and top rpm of 5400. Hydrofoil was removed. Going to stick a 20 pitch on it later this week and see how it goes.
The X60 Should of been rated for a 150 130 might help but that's a big boat. You're not getting on true pad at 45 or 50 mph
A bow lifting prop is what I'd be trying... Larger diameter 3 blade with plenty of cup and rake. I question the motors health.

So I put the 4 blade SS 20 on. It gets up on pad very well now. It’s back up to 41 mph. But
my max rpm is 5000 trimmed out. How do you lose 400 rpm?
also when I turn the boat I see the rpm go up
to 5400-5600, but when i come out of the turn I lose speed down to
38 and do not gain it back.
since I’ve got the jack plate lowered all the way back down to around 5”, I’m hoping to see improvement as I raise it, but I read for each inch you raise you only gain about 100 rpm. I’d this correct?
Try a known good trophy plus 19P and raise the motor some. Or a Laser2 3 blade.
