I am running 520c with a mercury 250 pro four stroke it came with a 23 furry. It will run 63-65 no vent plugs
atlas jack plate 5800 rpm. Should I go up in pitch? Really thought I would be around 70-73 mph

You have the right prop. You should be getting 6200 RPM's w / the 4 stroke. Either your hot foot or WOT/ Wide Open Throttle adjustment on engine is off. I running a 2014 520C w/ 250 pro 4, 10' blade, 3 wet cell group 31 TM batteries, group 21 AGM starter, 50 rod & reels and a tackle store and hitting 70 MPH.
