Our hot water heater thermostat went bad and caused the water temp to rise and made the copper pipes make a noise. ( it sounded like a siren)It took a few days for me to figure out what the noise was and what caused it.

My HVAC will squeal when the filter gets to dirty. Don't know why is does it but it reminds me when I need to change it. I change the filter, it stops squealing.

Check the water meter and see if the small dial is turning to rule out a water leak. Check inside a/c unit, and as said above go breaker by breaker. Keep us all posted.

I'm not familiar with electric ones; can you switch the breaker or whatever to turn it off to see if that's the problem?

At your water bill is higher than it should be. If you have a crawlspa e, I’d get under there and take a listen. You can turn off the water at the street and see if it stops. If it’s not water, do the breaker by breaker test

If it’s not water or electrical, you are going to need a bee keeper.

I’d kill power to the house and see if I can still hear it. If yes, I’d kill the water and open a tap to relieve pressure and see if I can still hear it. If yes, I’d move.

Thanks in advance for your help!
I saw this once in an industrial setting and we isolated it to the main power lines coming into the main breaker. The incoming wires had a bad connection and had burned back the insulation. It was almost a phase to phase short.
You need an electrician and perhaps one with a heat screening camera that can check for hot spots around your main breaker.
