upon start up i have no test beeps . should i ?

Yes, unless the oil injection has been removed and the warning module removed.

boat is new to me , but on the 3rd time i took it out i got caught in a rain storm and it rained about 1 1/2 to 2 inches in a 1/2 hr. Ever since then it has not worked. If somebody can help me how do i check if beeper is still good ?

If it did work then stopped then probably got water in the wiring, Horn should be behind the ignition panel, it’s part of the ignition harness.

found the alarm behind igintion switch , no part# on it can some post mercury part# i need . Searched many places and cannot locate part#

Check the wires to it, it should have 12v+ constant to it, sensors provide ground to set it off. I would test the actual Horn first.

Checked wires to it , if i bend them slightly it works if you let the wiress relax straight out it will not work
