I've always had my Jack Plate all the way down, and my motor on a Motor Mate. Don't know any reason to have it up, especially when backing it under the Garage door !

All the way down on the plate is the most rugged position for trailering.
I trailer a center console so motor air resistance is minimal behind the console. I have mine trimmed up on the built in motor bracket arm.

Fished with a friend in his boat last week. I left before he finished prepping it to tow it home. He forgot to raise his motor after draining it. His position was to order a replacement skeg guard once he got home. Most unfortunate.
