I think Luck E Strike made them to go with the Guido Bug maybe? Could be a Shaw Grigsby head also.

I believe that was known as a "Scootin Jaker jig " with a lightweight tin head for fishing over weeds with soft plastics . The hooks look like the old "Lew's speed sticker hooks . Both are NLA
I can't help with the name of the jig but I'm happy you posted the picture. A few years back I saw hooks for sale on Captain Hooks website that didn't have an eye, they shank bent over and ended in a spike. I couldn't imagine what it was for but now I know as the hook was identical to the one used on that jig head.
Jaker jig, renosky (I think) used to sell them back in the 80's and early 90's. Great head for fishing guido bugs and other craws on. I used to use them all the time, and really liked them. They had some in tin, and ones like you have in lead.
Haven't seen them at any tackle shop in about 15 or 16 years.
