    jackplate or no jackplate

1999 518 ranger 1999 200hp efi mercury, 25 tempest plus prop with 2 vent holes plugged using large vent plugs third one open, p2p 4 inches, hole shot is good, top end high 60's 6000 rpm, small rooster tail.
installed a 7 inch modified th-marine jackplate, p2p 3.5 inches same prop, hole shot was bad top end was 66 mph 6000 rpm, tried raising motor up no help, remove one of the vent plugs no help, removed all vent plugs could not get on plane.
this testing was done with 18 gallon of gas, live wells full, 3 type 29 batteries full tournament load, tried 25 four blade no different. getting the boat on pad is important since I fish a lot of shallow water on the Arkansas river. any suggestion. note the jackplate was original a 10 inch that I cut down to a 7 inch, prop is stock.

    Thanks Bob

Take of the plate. Boat runs great without it. Want better hole shot 4 blades but lose some speed.
