2004 Carbed 150

I have a 2004 Johnson Carbed 150. It is starting and running smooth up to a point. Recently it will only turn about 4300 rpms. After running it for 5+ miles it slowly climbed into the 5000s and then slowly went back to maybe 4500. Ideas? I am assuming this is a fuel restriction problem. I am changing the fuel filter and hope that fixes. If not, what else do you think it can be.

Make sure you have the plastic sleeve on the roller. I had the same motor until 2018. Rock solid engines.
