95 Ranger Trail tandem axle boat trailer shredded right rear tire when fender rubbed on tire. Seems it is sagging so should I plan on new axle and/or leaf springs?

Likely springs, but the axle can come loose and slide back which results in rubbing as well. One look should tell which it is.
If you have integrity, nothing else matters. If you don't have integrity,
nothing else matters.
Look for a cracked spring between the u-bolts that attached to axle.
