    Bleed lines to Upper Crank

I had my 92 XRI ser# 0D122896 rebuilt last year, oil injection removed. I had the bleed lines swapped with tygon material so I could monitor fuel flow. At idle I don't see any fuel making it's way to the upper crank bearing. Should this have constant fuel being pumped up to it? I had checked the valve before and remember it testing ok, but I'm wondering if it may need replacement.
