I've got a couple ideas, but let's see if someone pops in that knows for sure first
It has the "look" of some Mike Cordell's I have; but can't find one in that shape

Did not think Poes made top water, sure looks like the cut lines of a Poes.

The eyes kind or resemble something like a Niels master, but I don't know if they made topwaters. Poes was a good thought also. Paint scheme and eyes kind of reminds me of some of Sisson's stuff that he done for Arbogast, like the Shadeux, etc., but I don't know of a model like the one in the pic. Maybe that'll help jog some people's memories and get you a correct ID

Not a Poes but Poes did make topwater baits. And some really good topwater musky baits. Im leaning handmade or Sission.
Well, did see another just like it in a box for sale in different part of country; so probably not homemade.
