You can't take it to a state where it's not legal.
I would call the airline itself and ask rather than trust some possibly bad info you might get on here.

You can get those vape pens and bring them in your carry on bag. As long as you don't have 100 of them you'll be fine.
But I question why THC instead of CBD for her? CBD has all the health benefits, THC just gets you high and I can see that helping her memory. CBD is legal in most states and not a federal crime to bring it across state borders. Plus with CBD you can get it in oil form which is best, no need to inhale something into the lungs. Just a drop in her morning coffee or whatever she drinks. Many online retailers can ship direct to her house as well.
