    1998 TR21 Evinrude 200hp

I've got a 98 TR21 with a 200hp evinrude. Running a Tempest plus 24p prop. When I got the boat, I was running about 53mph with just me, empty livewells, at 5400-5600rpm at 3.25"below pad and trimmed as far up as it'd go. I raised it to 2.75" below pad. Now, the best I get is 50mph at 5400 rpm. Hole shot is ok. Two more guys and full live wells, hole shot sucks and tops at 46.3. Any suggestions? I'm thinking to put it back at 3.25" below pad for starters. Also, I'm running a TH Marine 6" manual jackplate

I have a 99 tr21 w/ 200 Ficht. I run a 24 raker prop w/ 4" hydraulic plate and roughly 3" below pad. I can easily see 60 and recently opened it up to 66 GPS at 5600 rpm with more room on throttle.
