    Bolts are rusting?

I have an '05 250 HP E-tec and the bolts that hold the lower unit to the main shaft are rusting. Is this normal? My motor is white which is why it is noticeable. I thought stainless didn't rust... thoughts? I think I caught electrolysis the day after it happened but should this have happened?

Do I have to replace the bolts or only the anode? Boat has never been in salt water.
