    Throttle cable issue?

99 j115pleem. Today coming off plane boat did not want to go into neutral, was at about 2k rpm. Felt resistance in shifter handle. Immediately turned the engine off, shifted into neutral fine. Started back up got on plane and all was well coming off plane. Fished for an hour and it did the same thing coming off wot headed back to the ramp. I have the OMC manual but dont know much about engines and don't wanna havta deal with sync issues if it can be avoided.

Take both cables off at the motor, manually move both the throttle linkage and the shift linkage while spinning the prop with your foot.
Next move the throttle between FNR with them being disconnected and see how they move. If OK attach one cable at a time, start with the throttle cable first as you will need an assistant to move the shift handle while you spin the prop with your foot. You may have a cable clamp in the control side or a possible failing cable anchor barrel slipping or broken.
