If you have integrity, nothing else matters. If you don't have integrity,
nothing else matters.
Couple of easy things you can try. (1) Get some spray contact cleaner and spray the male and female end of the truck and trailer connector. I also wire brush these and/or run a small drill bit by hand in the female sockets. (2) Take a VOM and run a continuity check on trailer wiring by hooking the meter to the trailer plug reverse pin/socket and the other end to the hot terminal of the reverse light with a long, small guage covered wire. If not reading, you have a broken or disconnected wire somewhere. Clean up the bulb socket ground while back there.
Trailer works fine if hooked to a different truck. That reading was without the trailer hooked up. I did spray contact cleaner

Do all the lights on the Tahoe work? How difficult would it be to take the backup light bulbs out of the sockets on the Tahoe? I’m just guessing a problem with the light circuit on the Tahoe might cause the lights on the truck to drop the voltage.

Everything works on the Tahoe, I could try taking them out and see what happens
Separate fuses on 03 Tahoe for trailer connection is under the hood in box, start checking there.

Take the connector apart and check connections.

Where are you getting your measurement from ? Check at the fuse. Pull the fuse and change it, then remeasure. Then measure at the plug. Also, check for continuity from ground plug pin to the truck frame. Should read 0.

After all the checking, it ended up being the posts in the plug on the Tahoe not touching the post on the male plug from the boat. Thanks for all the suggestions
