Its the front one on a Tracker/Nitro trailer made in 97. The rest of the trailer seems pretty solid. Is that repairable with maybe a bolt on replacement? Or should I look for another trailer. I do everything myself but I don't weld.

Get a competent welder. Should be a reasonable repair. The steel will be the expensive part.
If you have integrity, nothing else matters. If you don't have integrity,
nothing else matters.
You might want to get a spring driven centerpunch and test aroung on the trailer. It probably has more thin areas than you will believe.
