If I wanted, or wanted someone to paint a clear "previously unpainted" hard plastic bait, like a 1.5 squarebill or 110 jerk bait, should the surface of those baits be roughed up first? Or will it be fine just as it is out of the mold?

I normally wash my baits with soap and water and test to see if they leak. If the bait is smooth without scales and texture I will scuff it with a green scotch brite pad then wipe it down with denatured alcohol.
Ive forgotten to scuff some a few times and didnt notice a difference, but I do it anyways. I will always clean them and use the denatured alcohol to make sure they are degreased though. I have found more
than my share of baits that leaked.

I've done alot of KVD clear 1.5 & 2.5 crankbaits....clean them with alcohol first and shoot it with a good primer for plastics (Krylon makes a good one)...I don't scuff it up at all...before primer.
Scuff with a Scotchbrite as said. Any scratch marks will disappear and be crystal clear after clear coat.
Shoot it straight out of the mold
