rebuild power head and new 8 inch hydraulic jack plate I lost speed???

OK just had my 10 hour check up after having the power head re-built. I have 2004 mercury XR 6, 150 running a 23P tempest plus prop with all the plugs in it, all cylinders had 125 compression with new spark plugs. The boat is a TR 185. So yesterday I took her and let it rip... With the jack plate up and the motor trimmed up I was only getting 47 miles per hour and 49000 RPM, WOT; what should I be at? One thing that did change during my rebuild is I went from a 6 inch manual jack plate to a 8 inch hydraulic . Prop is the same. Before the motor started to go down I was getting 58 MPH then it went to 54 then I got the rebuild after a cylinder went down.

Is the speed reading from GPS or gauge? Are you getting full open at the motor?
