I wonder if that is an original installation. I don't remember any green wires at the battery terminals but who knows. Have you owned this boat since new? Perhaps someone added an automatic bilge or some other electrical device. Trace the wire if possible to it's destination. If all else fails disconnect it and see what no longer works.
I have a 96 278 and the green wire from my negative terminal runs to the negative side of the sending unit for the fuel gauge

I am the 2nd owner but had it since 2004. I do have auto bilge and pretty sure its factory installed. I'll look into the fuel gauge.

mine has same small green wire on ground. might be for a common ground buse up by fuse box?? comes out of plastic wire loom from front area with a purple wire also in it. the purple wire is hot with the key on.
