I have had a problem with ground/cluster flies and grubs that I finally got around to addressing.
I used Hi-Yield 38 Plus, which is a permethrin product. It definitely took care of both!
Never realized how many grubs would be underground until they all started coming out of the ground once the lawn was treated.
The three year boy and I played a game of squashing the grubs with some sticks we collected out of the woods. Good (sort of) clean quarantine fun!

Are they bees or wasps? If bees leave alone if possible if wasps spray with something to kill them.
Go after them with a tennis racket. My gosh they are only an inch long. You act like they can do some damage
If they Are ground jackets get rid of them. Them sum beaches are mean, they will chase you, they can sting multiple times and there is never just one pizzed at a time.

Based on where you are located I wouldn't think they are wasps as it's too early for them to have a nest already. More than likely a bee colony that has over-wintered and now becoming active. Either that or a bunch of solitary wasps that are pretty much harmless.
If these are regular honey bees, it would be a shame to kill them!

Don't guess I have ever seen ground bees. Yellowjackets on the other hand are the devil.
