2003 Yamaha 115TLRC extremely hard to start

SN maybe 1008090, but not sure if thats it. Getting fuel and fire to all 4 cylinders and can get to start and run good out of water with airbox removed. Once I reinstall airbox, it will spit a few times but never start. Carbs went through twice and are clean, plugs changed but a little stumped and driving me nuts. Thoughts would be appreciated Thanks

What else is needed besides fuel and spark?

Compression. What is the compression of the cylinders? Measured with the motor hot? Throttle wide open. Battery fully charged. Motor cranked until the compression pressure stops rising.

I am guessing that the compression will be fine however.

Compression is 120 on all 4 but thats not hot since I can't get it to run to get it hot. Choke mechanism attached to airbox is workking as it should

    Sounds like a choke problem?
Not familiar with a 2003, but does your motor have a remote choke mounted on the motor? If so, check that it's not open.
