I would try Dawn and hot water. Maybe try to dam up the back side of the step with tape to where it will hold water, put some dawn on the oil, and pour some hot tap water on it to mix it up. That way, it will "float" off of the pad as the dawn and hot water attacks the oil. I have worked at it with Dawn and an old toothbrush with success, but I never thought about damming it up until now.
Oh, and pour slower...that last little bit up the fill line and over the top happens fast. I'm speaking from experience!

Spot remover soaked towel with a plastic bag on top to keep it wet. Then rinse and vacuum to dry. You will have to check the soaking progress to know when to quit.
Oven cleaner works pretty good. Takes a few rounds though.
not sure why you spilled but let me remove one potential for the future. by the time you see the resivour is full it is on your boat. Be OK when it looks 80% full

That tank tricks everyone. The tube goes way into the tank so it's "full" when there is still some room in the tank. Murphy's soap may work. You could also use Simple Green or any other degreaser and just make sure it gets washed off after.

I understand how the tank works and it wasn't over filled, wind was blowing about 20 mph and was pouring from a wide mouth 2.5 gallon Mercury DFI container. Thanks for the responses.
