What prop are you running? I have heard good results with the Fury on the 198. A tempest is a good starting prop as well. Last but not least what is your prop to pad height?

My apologies. That's better than most. My 225 Opitmax is a standard non XS with standard gear case. I run 4 blades, 24 Fury, 25 Fury, 24 TXP OT4, 26 Bravo. the Fury and Bravo I run at 2-3/4" to 2-1/2" below the pad. The TXP at just about 2" below the pad. With the 24s and 26 Bravo I'm right at 5750 my max rpm. The 25 Fury I'm at 5500-5550rpm all run about the same speed loaded 66-67 mph empty alone about 69, 70 on a good day. TXP OT4 by far has the best bow lift and speed, but the worst hole shot.

    Just how my sled runs.

I'm currently running a tempest pro 25. I have the torque master 2 lower unit. The best i got so far was 69.6 a 5600rpm. I think my motor was just at 3.00

If your prop is at 3" below the pad with a Tempest, I would drop it to 3.5" or 3-3/4" below. 3" is pretty high for a Tempest.

If it doesn't get on plane pretty fast then you might want to check all your ignition coils. Easy to do with a spark plug tester and muffs; look on YouTube.

198 with a merc needs some more positive trim. Tempest will get the job done right.
