Got my new numbers today and they have 4 numbers now. My old one only had three numbers between the letters. Does this mean there is more boats being registered in KS now that the tax changed?

I registered my new boat 2 years ago and they gave me a 4 digit number. They gave me a double a at the end so I had to buy 2 sets of numbers to get enough a’s
