Numbers say prop slip. Are you running flat without lift?

It has lift. When it's not trimmed up it wont do 55. Maybe the boat is just too heavy.
-
Ok, let's find out what's going on. There's 10 mph missing somewhere.
Is this boat new to you? Did it run different, or this is all it's got?
Skeeter needs all the bow lift it can get, if you're not compressing air under the hull, it's not running right.
Your symptoms say prop slip, 5,500 rpms with 25 tempest should be 65 mph.
So, just to make sure, that number is full throttle, 100% full trim, right?

Is that all the RPM the boat will produce? put a 23 pitch prop on it and see if you get the extra RPM. Merc should be good for aprox. 6000 Max RPM it seem to me you are over propped for the HP of the motor and not enough for the size of the boat. With a 23 pitch prop at 5700 you should be going 61 MPH. The smaller pitch will ease the load of the boat. Is the MPH coming from GPS or the gauge on the console?

It is GPS. I am going to see if adjusting the jack plate makes any difference. The xri's are 5800 rpm.

Like pat said make sure your getting 100% throttle and the motor itself is 100%. If your motor revs at 5800 you need to be turning 5750.
