If you are referring to motorcycle clubs it is a reference to the fact that 99 percent of the riding population is law abiding citizens but the ones you see wearing a 3 piece patch is the 1% that don't follow or adhere to established laws and norms. I know this is correct because I was one in my earlier life,believe me it's not for everyone.
