Yes it can but is not at all practical as to do it right would be comparable to just replacing the case. A used lower (no aftermarkets) may be a better way to go
A CB foil would be a good alternative if you can live with the cosmetics of the damage there. That area is out of the water when on the pad and should not effect anything other than maybe a little more ventilation during hole shot. Assuming there is no internal damage due to the impact which is very possible
If not done right you would have set yourself up for many things that could go wrong, Don't do it

those two breaks are above gearcase, seen some repaired
