An old lure that I do not know

I found this old lure in my dad's old trout box the other day. He was not much for fishing, but fished for trout on the rare occasion, I never knew him to fish for bass, but he did have this lure for some reason. Does anybody recognize it? Brand? Era?

Looks like a Japanese made river runt type bait.

Following. I have 5-6 of the same baits in various colors that have to be 50+ years old.

Yeah, it probably has/had Japan stamped on it somewhere. Atlantic lures was also known to make knockoff baits like that, but they're normally marked. The color kind of reminds me of an Atlantic though.

If it was genuine, Heddon would be on the back of the bait. LDS
