    Volts at the trolling motor

    In a 36v system, batteries at rest and assuming a 100% charge on 3, size 31 lead acid batteries, what volt reading should be I be getting at the bow?

    Depending on the batteries, but generally you should be seeing apx 38VDC after the batteries have rested from being charged.

    They are interstate batteries. With a reading of 37.1, could there be a problem?

    If they are all fully charged, check each one individually. The total should be 37.1 (or close). You don't have to disconnect them to do that.
