    tightening fiberglass fender question

Doing some work for a friend on his Triton 20X2 and the fiberglass fenders are loose as can be and need tightened up, problem is I do not see how to get access to get any tools on to the topside to hold the bolt while I tighten the nut on the bottom side? Is there a trick to performing this? do the trailer side boards have to come off or anything special needed to get access. Thanks and I look forward to any assistance or thread links.

I'm assuming there is a rubber step pad over it, I have grabbed the threads underneath and wrenched them tighter. Others have said for me I can use a blow dryer or heat gun to carefully pull back the pad and access the top. Glue it back down or buy a new step pad

i used a cutting blade to cut an "X" into rubber pad that is glued down covering the top of the bolt.
