Oil/Fuel Leak Question - Water Pressure Gauge Question - HELP Please

I have looked on the site and can't find a straight out answer for the following questions. I just bought my first (used) bass boat, and I have already completed the new carpet install, now I am just "cleaning" the rest of it up.

1st question, on a 1989 (rebuilt a few years back) Evinrude XP 150

I have found an oil/fuel leak at the marked area on the sketch. Is this something to worry about now? The leak apparently is very minor, as the residue is only about the size of a softball over a years worth of running. No actual drips or anything like that. Just need to know if its ok to run so long as it doesnt start "pouring out"?

2nd question for the XP 150

I picked up a 0-40 psi water pressure gauge that I wanted to install to keep an eye on the pressure as i can't pyshically turn around to see a pee stream coming out of the motor. See the sketch, do I have the right idea?

Try torquing the bolts first to see if it stops, if not and it really bugs you then remove the outer cover and the inner exhaust cover and replace both the gaskets # 321182 qty 2 and re install the covers.

To add the H20 gauge merely T into the tell tale hose.
