Talc will work but there could be another issue. Is the rubber tangled or is it stuck together a little and kinkied? If it is a little stuck and kinked then throw it away, the rubber isn't any good. Berkley made a jig with living rubber a few years back, I bet I retied 500 of those for anglers after the first year they came out. The problem is you need to dry the living rubber before putting them away and if you aren't going to use them for long periods you need to put them in a bag with some talc and give them a light dusting. If you leave them in a box they will take set and eventually start sticking together and you can't fix them when that happens. I've tried boiling them, stretching them out and rolling them in talc and hitting it with a heat gun and all to no avail. So if the material is just tangled a bit try a light dusting of talc, if it is in the shape I described just throw it away.

Reel magic is what I use, couple squirts and rub the skirt material around in your hand. If its melted, you have almost no hope of getting it untangled.
