I don't know the percentage of VA/NC. Either license will do. That time of year is good for gaston. If you end of going keep in touch and I can let you know what is going on.

Yes, either license is acceptable on KERR and Gaston...
#2 for the best shallow bite, wait till May...if Shallow is all you want to do...
however, March and April are great for your Prespawn bite and some sight fishing...
