Anyone have a lead on a brand of o-rings that won’t fall apart and cause a loss of a skirt. I like to make my own jig and spinnerbait skirts but the o-rigs that came with my skirt-making kit tend deteriorate quickly.

Seen lots of guys who use tiny zip ties with a lot of success. The other thing you can do is put a couple turns of wire (or thread if you happen to tie flies or have a bobbin laying around for some reason) around the skirt after you band it. Then it doesn't matter if the band deteriorates.
