Motor kicking up when in reverse.

When I put motor, OX-66 , in reverse and give it any power the motor kicks up. also if I hit a wake it will some tines kick up.
Entire trim and tilt unit was rebuilt last year. I did the work myself and followed the service manual point for point.

The tilt piston is what holds the motor from coming up when in reverse.
    Check the fluid?
Will it tilt all the way up, and stay up? Does it bleed down?

Check fluid level, stroke it full travel a couple of times and re-check fluid level

    Try this.
Put motor in half tilt and pick up on lower unit. It should not move. If it does, it may have a bad seal that is allowing the tilt piston to hold in only one direction.
