    I need to know the year and the max rpms I can run.

    Mercury doesn't go by "years" they go by serial number. Having said that, max WOT rpm and year of manufacture should be on a label attached to the swivel bracket. See this FAQ topic for pictures - How to find your serial number on your Mercury outboard
