1994 Johnson 200 HP starting issue after running.

Engine starts fine when cold and after running boat for 5-10 minutes and stopping the engine it is hard to start and if it does it will die. If I raise and lower the engine it will then start. Replaced fuel pump, gas is good. Could this be a carb issue?

OK let's start with the questions. So you are at rest and the motor won't start? Raising and Lowering the motor back down the motor will start? This of course without any type of manual intervention? Just a simple trim up/down of the motor?

The engine will start cold and once I make a run across the lake when I come to a stop to idle the engine died. Tried to restart and acted like it was flooded, the primer bulb was still hard. Does this sound like a carb issue?

Mechanic recently disabled the VRO pump.

possible carb but still confused on the trim up and down and motor starts issue. If this has just occurred after the VRO disable check and make sure the oil inlet on the VRO pump has been capped off.
