did you have a leaking 2 stroke oil tank?
What engine? Pull cowl and look for leaks. If Merc Optimax, pull cowl look closely around the oil pump.

Did you or someone else grease the shaft last time the impeller was changed? If so, did you use grease that was too light and may have broken down from heat and ran down the shaft?
it is a 250 pro xs 2 stroke. I had a new oil tank put in on the boat and started having problems getting oil to the reservoir on the motor. took it back to the shop and they had discovered that they had the lines on the new tank hooked up backwards. when they hooked them up correctly the oil came pouring out of the disconnected line that supplies oil to the reservoir on the motor. not for sure but i am hoping this is where it has came from.
If Merc, look at screw on cap on top of internal oil reservoir. They will back out and make a mess. I put some plumber tape on my cap to fix issue.
so it is possible to have fluid leak down onto the lower unit from around the lower cowl?
It looks like it is black material from some rubber seals breaking down mixed with water to me. Not oil.
This is from the crankshaft seal. Will need to remove powerhead to fix.

where would the oil come from since it is a 2 stroke
I had an issue with my 2001 Opti that I had to have repaired twice in the 14 years that I owned it. The seal at the base of the powerhead would leak. Opti oil would run down the driveshaft and eventually run down and leak out the water intakes on the LU. This might be your problem.
