Electrical issue

Hey Guys,

I have a 96 Jevelin 397 SDC. It has an Evinrude 115 strapped to it (its the motor that came with the boat.) When I turn the key "ON" motor not even running, I have 12.5v at the battery however my voltage meter is pegged. When I start the motor (on the mouse ears or in the water) the check engine horn comes on, then goes off, comes on, goes off, etc... Also the check engine light comes on, goes off, ect but its random and not always with the horn.

Any help here would be Great!!!!!

Check your grounds...

Ground wire at the engine possibly.
