Need more specific info to give correct answer...I will assume your motor is a 1998 Evinrude or Johnson because they were the most common motors on your rig in 1998. If so more than likely what you need is a Faria system check tachometer...https://www.amazon.com/s?k=faria+sys...b_sb_ss_i_1_10

7000 will be big enough...if you spin that Rude above 6000 for very long periods the connecting rod for the piston will leave a nice hole in the side of the block as it exits ...anyways is it a system check tachometer? If you don't know what I am talking about does the tachometer have 4 lights at the bottom, hot, low oil, no oil and check engine. If yes then you need a system check tachometer. If no then all you need is a plain tachometer. In the link I posted on reply #2 you should be able to tell the difference between the two by looking at the pictures.

Also FYI when replacing the tachometer pay attention to the dip switch setting on the back and make sure your replacement is set the same. What your looking for is a set of numbers. Sometimes it has a dip switch and sometimes it's a small dial you insert a tiny screwdriver into to change the setting. Just look for a switch with numbers. If my memory is correct its number 6 on a Evinrude. If I am wrong just set the switch to the same number as your old tachometer. I am about 50% sure the numbers represent how many magnetic poles are on your motor. If set to the wrong number you get wild tachometer readings. You might be taching 6000 when the motor is at idle. Hence the dip switch needs to be set on the correct number.
