Had lower unit replaced and now when I start the motor I get a solid red light and continuous alarm. Motor will idle fine but has no throttle. I can push hot foot to the floor and it only idles

Who replaced the lower unit? If a dealer did the work, I'd take it back to be looked at. Is the hot foot hooked up at the the motor?
You might want to have your engine serial number ready and the lower unit part number that was installed.
