License requirements to dove hunt in TN?

Do hunters need to have a hunter safety card in order to get a small game hunting license in TN? I know a migratory bird permit is required but can't find any info on the hunter safety card.

This is from the TWRA web site
Every person born on or after January 1, 1969, before hunting, shall possess, in addition to all other licenses and permits required, proof of satisfactory completion of an agency approved hunter education course.

Those under 10 years of age do not need a Hunter Education certificate, but must be accompanied by an adult at least 21 years of age,

Also there used to be a one year “apprentice” license where one could postpone the safety course until the following season so long as they accompany another licensed adult while hunting
