Somewhere between then (blowout) and now (bogging) is the happy place. Takes a little time to find it, but I usually start yanking plugs until I find blow out and then put the last combination back in and be done.

You gotta make the effort to get the vent plugs right, or you'll never know what's best.
#1 Rule on boat setup, take it too far and bring it back. That's motor height, vent plugs, prop whatever, take it past then and only then will you ever find just right.

I spoke with Josh from Steve's Prop Shop. He said the prop needed to be BP'd and balanced. Guaranteed to make it run.

Mastodon,
There is a lot of info missing, other than you are trying to run a Tempest+ 24 n 25P at various heights on JP. It is always a good idea to run a fresh tuned prop with balanced exhaust plugs, especially Tempest+. Once you got her up, what did she run speed, RPM, and water pressure? I believe that at 1.5" CS to P, you would have had a hard time trimming out without blowing out.
Now, if you run a Trophy +, be sure you have an exhaust ring handy as well as plugs, 4 of them. If you start with solids and no ring, you can drill them 1/4" is S, 3/8" is M, 7/16 is L.
Regardless if you run 3 blade for speed, or 4 blade best all around, make sure they are true to their pitch, and balancing is best.
